4.2. Measures to minimize risks
There are a variety of measures that can be used to minimize risks that arise in international cooperations. We recommend that you observe and implement the measures listed here.
Measures to minimize risks
- Adhere to formal processes and legal requirements.
- Comply with legal requirements.
- Comply with export control regulations.
- Observe sanctions lists.
- Implement policies and contractual agreements.
- Act responsibly.
- Act prudently and critically self-reflect.
- Consider reputational, ethical, and security risks, including and especially with regard to risks stemming from dual use and the application of research to develop military technologies or technologies used to violate human rights.
- Refuse to participate in industrial and military developments that may be used for offensive purposes or that risk violating human rights.
- Exercise due caution when receiving gifts and offers.
- Refuse to accept gifts of money or goods. Avoid co-optation. Be vigilant about asking for quid pro quos or creating dependencies and conflicts of interest when you are provided with services as part of a cooperation.
- Be wary of accepting awards, decorations, medals of merit medals, and the like, as these may be intended to co-opt you. Check the reputation of the awarding institution.

- Support for researchers and students at risk
- Take responsibility for supporting students and university staff worldwide who are at risk.
Measures to minimize risks in studying and teaching
- Students should consult the Federal Foreign Office website (available in German only) for country-specific safety information if planning to study abroad as part of a study and teaching format.
- Students should be fully informed about the cultural and social conditions in the host region or at the host university.
- Cultural sensitivity should always be practiced when communicating and collaborating with international cooperation partners and host institutions without compromising universal values, ethical principles, and good academic practice.
