Information on remuneration
The remuneration systems for pay scale employees and civil servants have been newly structured. The most commonly applicable regulations are:
Civil servants
On 1 February 2010 a new Hamburg civil service pay scale act (Hamburgisches Besoldungsgesetz, HmbBesG) was enacted. The pay scale table has been revised. Pay grade levels are no longer based on seniority, but rather on professional history and experience.
The pay scale table comprises eight levels of work experience (Erfahrungsstufen). Usually, level 1 is the entry level. Candidates who are able to provide relevant proof that their prior experience qualifies as higher than entry level may enter at a higher level. The base salary will increase according to the years of experience in the individual levels. See the table below for the respective waiting periods:

Pay scale employees
Salary payments for pay scale employees are regulated under the collective wage agreement for the public sectors of the German states (Tarifvertrag für den öffentlichen Dienst der Länder, TV-L) The pay scale table is subdivided into salary grades ranging from E 1 to E 15. The lowest salary grade is E 1, E 15 is the highest.
At the time of hiring, employees are grouped into one of these fifteen salary grades according to the value of the work to be done.
All salary grades are subdivided into levels. There are six levels within the salary grades E 2 to 8 and 5 levels within the salary grades E 9 to 15. The salary levels are subdivided into 2 basic levels and four developmental levels. Employees must pass through these levels, which should correspond with the professional experience gained.
The amount of payment is derived from the salary grade and level. The level upon hiring is determined in accordance with Section 16 of the TV-L.

* This applies to salary grade 9 case group 1 or 2 within the TV-L. Groupings into E 9 case type 3 TV-L require longer terms at each level.
Put simply, the number of the salary grade equals the number of years employees are to spend at that level. Accordingly, level 1 requires a one-year term, level 2 a two-year term, etc.

Current information on introducing work experience level 6 for the salary grades 9–15 from 1 January 2018:
Staff members remunerated at the above salary grades, who have not yet completed 5 years at level 5 or at the individual level 5+ by 31 December 2017, will reach level 6 upon completing the required 5-year term. Staff within an individual final level 5+ will be categorized at the new level 6 only if., on 1 January 2018, the incremented amount (an increase of 2.35 per hundred) of their individual final level does not exceed the respective amount at the new level 6. Staff from the “smaller” salary grade 9 (Kleine E 9) with a final salary level 4 will also see an improvement in salary. According to the footer of the salary table introduced on 1 January 2018, they will get a raise after 5 years at level 4 (Erhöhungsbetrag). Salary grade 15 Ü will see no changes; the bargaining parties did not agree a level 6 for salary grade 15 Ü within the current collective wage agreement.
