Transfer
A transfer (Umsetzung) is the movement of an employee from one job or position to another at Universität Hamburg. Usually, transfers include the assignment of different duties without leaving the employing department/office/faculty. The employee will be moved to a different job in the same workplace. Civil servants and pay scale employees may be transferred without their consent. Transfers may be temporary or permanent.
How to transfer an employee
If the transfer is to be requested, e.g., because a pay scale employee or a civil servant has successfully applied for an advertised position, please complete the hiring/continuation of employment request form (DOCX) and submit it to Human Resources Services.

Pursuant to Section 88 subsection 1 no. 11 of the Hamburg employee representation act (Hamburgisches Personalvertretungsgesetz, HmbPersVG) any transfer, including a transfer of duties or function in the same workplace is subject to approval from the staff council if the transfer period comprises more than six months or includes transfer to a different workplace and catchment area. However, affected employees must explicitly request staff council representation in order to authorize the staff council to act on the employees’ behalf. The responsible administrative office must inform employees about their right to request representation well in advance of enacting the measure (Section 88 subsection 3 sentences 4–5 HmbPersVG). Human Resources must ensure staff council participation.
