Subsequent to staff selection or as soon as your waiver of advertisement has been granted, you can request that the staff measure be carried out. Please find all important details on applying and required documents below.

*** If the current contract and increase of working hours have the same qualification goal and objective within the same position category in accordance with Sections 27 and 28 of the Hamburg higher education act (Hamburgisches Hochschulgesetz, HmbHG), and the same contract end date, a qualification sheet can be waived. Any variation of these criteria requires completion of a separate qualification sheet.
Important changes due to amendments to the academic fixed-term labor contract act (Wissenschaftszeitvertragsgesetz, WissZeitVG)
Amendments to the WissZeitVG are effective as of 17 March 2017. Legislators created this amendment to prevent improper short-term contracts and strengthen individual training options for young researchers. The amendment alters previous regulations of fixed-term contracts for academic staff:
Pursuant to Section 2 subsection 1 WissZeitVG, contracts could be limited without reason for up to 6 years before and after completion of a doctoral degree. Such limitations now require that a skills development objective be defined as a basis for determining a suitable employment period.
External funding limits must correspond to project duration.
To put contract limitations into practice pursuant to this requirement of the WissZeitVG, forms were developed as a result of talks between the Executive University Board, deans, departmental spokespersons, and the Academic Staff Council (WIPR) (Please refer to “Forms”). Henceforth, we ask that you submit the respective request forms together with the regular Employment Request Form and Extension of Employment Request Form to HR Services.

Important changes to the academic fixed-term labor contract act (Wissenschaftszeitvertragsgesetz, WissZeitVG) due to the coronavirus pandemic
The coronavirus pandemic has also had direct and significant consequences for academic staff. In particular, numerous research projects have had to be postponed indefinitely or are continuing under limited conditions only due to the pandemic-related closures of labs, libraries, etc. For this reason, the German federal government has resolved to adjust the maximum time limit for academic and artistic staff pursuant to Section 2 of the academic fixed-term labor contract act (Wissenschaftszeitvertragsgesetz, WissZeitVG) with the aim of addressing COVID-19-related disadvantages for researchers on fixed contracts.
In May 2020, the academics and students support act (Wissenschafts- und Studierendenunterstützungsgesetz, WissStudUG) inserted Section 7 subsection 3 into the WissZeitVG. This amendment extends by 6 months the permissible maximum duration of an employment contract arising between 1 March 2020 and 30 September 2020 pursuant to Section 2 subsection 1 WissZeitVG. In September 2020, with the WissZeitVG contract durations regulation (WissZeitVG-Befristungsdauer-Verlängerungs-Verordnung, WissBdVV), the Federal Ministry for Education and Research (BMBF) also made use of the authorization in Section 7 subsection 3 sentence 2 WissZeitVG to extend the permissable duration and scope of application by another 6 months.
This amendment extends the permissible maximum duration of an employment contract that arose between 1 March 2020 and 30 September 2020 pursuant to Section 2 subsection 1 WissZeitVG by a total of 12 months. The maximum permissible duration for employment contracts arising after 30 September 2020 and prior to 31 March 2021 is extended by 6 months.
These two blanket extensions are not cumulative. Only one rule or the other may apply.
If the coronavirus pandemic results in work limitations, superiors can apply for continuing employment within the scope of the extended maximum time limit via the standard procedures and under the prior conditions.
As previously, the employer has no further obligation to offer a blanket extension.

Changes to extensions for temporary civil servants (junior professors and academic counsels) due to the pandemic

The coronavirus pandemic has also had direct and significant consequences for academic staff. In particular, numerous research projects have had to be postponed indefinitely or are continuing under limited conditions due to the pandemic-related closures of labs, libraries, etc. For this reason, the state government has adjusted the legal conditions for temporary civil servants, with the aim of addressing COVID-19-related disadvantages for researchers on fixed contracts.
In the fall of 2020, Hamburg passed legislation to address the effects of the COVID-19 pandemic in the higher education sector and to extend measures to address the effect of the COVID-19 pandemic in the higher education sector, on the basis of which academic counsels and junior professors may extend their civil servant status in individual cases. These provisions were last updated in February 2022. Accordingly, if you had temporary civil servant status between 1 March 2020 and 30 September 2021, you can request an extension for up to 12 months after the respective maximum period.
If there have been restrictions due to the coronavirus pandemic, you need to observe the following:
- The extension can be used for the first or second phase.
- You may request only a seamless transition: temporary civil servant status that has already ended cannot be reinstated.
- There are no automatic extensions. Provisions do not entitle you to an extension of the employment relationship. The university in question decides whether or not to grant an extension based on the request.
- Extensions that have already been granted on the basis of the abovementioned provisions will be taken into account such that the maximum extension period of 12 months is not subject to change in the case of multiple requests.
- The extension possibilities pursuant to Section 24 of the Hamburg higher education act (Hamburgisches Hochschulgesetz, HmbHG) are not affected (in accordance with the clause on nonaccreditation of employment periods in the academic fixed-term labor contract act [Wissenschaftszeitvertragsgesetz, WissZeitVG] and childcare).
The civil servant must request an extension and answer the following questions in writing:
- What concretely restricted qualification-related activities during your period of employment and due to the pandemic (e.g., inability to access laboratories or archives, canceled expeditions, lack of material required to conduct surveys, etc.)?
- To what extent and how long was your research affected or restricted by care obligations in your family?
- In what ways did the restrictions lead to delays? Did you have to interrupt your research completely or partially or change your timetable for completing a project, publication, or application?
- Which period forms the basis for your answers to 1–3 and your request for an extension of your junior professorship or employment as an academic counsel?
The request must be submitted to your department, which will also provide a statement to the office of the dean. The office of the dean must also provide a statement and then forward the documents to HR (Section 63), including the cost center or WBS element and the VGP number. The statements by the department and office of the dean should include whether or not the request is plausible and understandable from a scientific point of view as well as confirmation that there are sufficient resources available.
Both the request itself and the statements mentioned above can be sent via email. Because an extension requires a formal appointment procedure, the request must be submitted punctually to Section 63—if possible, at least 12 weeks before the regular term of office as a temporary civil servant expires.
An extension can be implemented only with the period of validity until 31 March 2023.
