Legal assessment of bylaws

The Quality Management and Legal Affairs Section advises members of Universität Hamburg on the creation of the following types of bylaws (first versions, revisions, modifications). It assesses the compatibility of those bylaws with the Hamburg higher education act (Hamburgisches Hochschulgesetz, HmbHG) and the relevant decisions of the Standing Conference of the Ministers of Education and Cultural Affairs:

• examination regulations and subject-specific provisions (FSBs)
• bylaws on special admission requirements
• bylaws on selection procedures and criteria
• doctoral degree regulations
• Habilitation (postdoctoral qualification) regulations
• student parliament bylaws

We also provide advice on other bylaws relating to students and teaching, such as

• bylaws on tuition fees,
• bylaws on the admission of talented high-school students,
• bylaws on deferment, and
• bylaws on tutors.

We further produce draft resolutions and approvals for the competent committees and oversee their publication in the official government gazette or the official publication sheet of Universität Hamburg.
